Constant FPS Drops/ Lag Spikes

My system is a custom made computer made by Cyber PowerPC, it runs on 3.5 ghz on AMD FX 8320, 2GB of GPU with AMD R9 270, 1 terabit of storage, and 8 GB of memory. Since the arrival of this computer, I've been experiencing FPS drops and/or lap spikes in gameplay with any game. The one game I play the most, however, is The Crew. I tried multiple possible solutions with no good end result and have come here in seek of answers and more possible solutions. I've attempted to reset my computer, I've adjusted in game settings, I've adjusted how much power it gives off (CPU OverDrive and GPU OverDrive), I've attempted replacing and changing the operating system. I've even cleared any possible malware or viruses to the best of my ability. I can't seem to find what's causing these problems. And to note, this computer arrived on January 22nd, 2015.

Temperature raised to 78 degrees Celsius while activity raised to 80 %. The temperature stabilized at 77 after the fan speed increased automatically.

I recommend reapplying thermal paste to see if that solves the issue.

If I may ask, how do I do such a thing? And I'd like to point out, I took the side panel off and the temperature began to drop.

You could just need more airflow. How many fans are in your case?

the cooling system has a fan with a radiator, and the graphics card also has a fan. I'm not sure what's what.

How many fans are attached to the case itself (not graphics card or cpu fans)? Do you have a picture of the interior of your case?
