My internet was working fine for 6 years, now got a new modem from ISP and it has gone awry?

My internet was fine but after a power failure my modem suddenly broke. I got a new one from my ISP and also got a new router, a Linksys wrt310n, and now when I play an online game on my PC and have anything running in the background like a video streaming, or Netflix open or even my phone connected to the router my ping starts to fluctuate between 100-400 every few seconds.

I am wired into my router. The modem is an ARRIS tm822g. Is this a problem with my modem or is my ISP throttling my bandwidth (if that's even a thing). My ISP is optimum. Any clarity would be helpful before I spend $120 on a "gaming" modem. Thanks!

Internet works fine its just my ping issue in games when I use more bandwidth at one time. If they are throttling me I doubt they would say so! I'll call and see tomorrow though

I DO have things running in the background. If I have a video streaming in the background while playing a game my ping goes crazy and if I'm in a skype call it begins to have random cut outs causing choppiness.

And what 'speed' do you pay your ISP for?
What type of connection?

I have the 15 Mbps high speed internet package. Although my speed tests have said 17 mb download.... but I haven't changed the "speed" I pay for I have only changed the modem. Also I did a speed test and the results were the same for the new modem and the old modem.

Just plugged straight into Modem and have the same ping problems. Router is not the problem!

Also I just checked again and it seems my download speed has gone down to 10 mb and my upload to .55 mb. Modem is defective yeah?

Talked to ISP, says connection is slow, technician coming friday
