Yes it is highly recommend to reinstall os on placing new mobo or CPU when you not reinstall your is it won't be boot up so,reinstall is it is recommend!!!!
I didn't need to reinstall anything when upgrading to an asrock h97m. I suppose it depends on the motherboard. Probably reinstall, unless everything is running smoothly or if it would be a hassle.
