Games run not so smoothly, FPS meters show 120fps, but looks like 30

I play Counter Strike a lot, and when I went to a friends house, his game ran a lot smoother than mine even though we both run it at 120fps. My game looks a bit choppy and it feels like it runs at 30 fps, but the fps meter ingame show 120fps.

My specs are:
i5-3570k @ 4.4GHz
GTX650ti
Samsung S27B350 for the monitor....
these are the only specs I think that we would need to solve the problem.

if you right click the desktop, click screen resolution, and hit advanced settings go the the monitor tab and see if the screen refresh rate is at 60 or 120p hertz. That is assuming you have windows 7 or 8.
