windows 7 command prompt not recognizing httpd.exe

I am trying to put Apache24 on my Windows 7 computer. I read everything on the internet about command prompts & so forth, & I can't seem to find my answer about that the command prompt will not recognize httpd.exe command to execute Apache. Does the environmental variable's path supposed to have a path for apache before it works, because I had to change it a few times. I did make sure to copy & paste the original path. My path looks like this so far...C:\ProgramData\Oracle\Java\javapath;%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem;%SYSTEMROOT%\System32\WindowsPowerShell\v1.0\Apache24;\Apache24\bin

I have apache in a folder on C drive, yes. Whenever I try to put a command in CMD, it tells me it doesn't recognize. Like if I told it ipconfig, it would, but if I put stuff like that, it just doesn't do anything. I also tried with telnet, won't go to ports. I started reading on telnet & tried that, LOL! Should I run as admin? I tried that also.
