i5 4690k bad chip or just no luck?

I got i5 4690k z97 msi board and tx750 psu. i can't push it to 4.5gz 1.3v or more just bsod 'whea blablabla', temp are avg 74c-79c max 83c ambient 30c, it's only stable around 4.3 1.195v and 4.4 1.250v . What do you think?

Im asking this because lot of people from forum or review can push the chip with 1.2v - 1.250v to 4.6 Ghz - 4.8 Ghz.
So this is an average chip not a bad chip? Btw this chip is made in vietnam not malaysia like in the forum or review, is that make any different?
Anyway, i can push to 4.5 Ghz with 1.305v 8 hours test with p95.

Alot of people are talking nonsense or lying. 4.4ghz for Haswell is a good overclock. Those 4.8ghz chips are really rare...this is not Sandy so every chip can get that high.
