Need help with diagnosing component issue

Built a PC in the US, and because of employment, had to travel overseas. PSU was in the 115v switch position when I plugged it into 220v wall outlet. POOF POP ALIKAZAM burnt metal smell.

So....

Replaced psu first (new one is thermaltake psu and tested by shorting with paperclip, its fine), plugged it into old components and pressed power switch on front of PC, nothing. No power whatsoever.

Next I replaced to a new motherboard, tested it outside the case shorted the panel and it is receiving power. woohoo. so plugged all components in, put it in the case and pressed the power switch....

All led lights come on, cpu fan, gpu fan, case fan, usb mouse led lights... all turn on.

however, the three lights on the keyboard (numlock, etc) do not turn on.

the monitor tells me there is no signal and switches off after some time.

So, I have narrowed it down to being either the CPU(amd fx6300), GPU(powercolor r7 250x), RAM(crucial ballistix sport 8gb stick), or HDD ... (im a hardware wiz kid I know). Im leaning, and hoping its the CPU. please advise!!!!!!

PS-the HDD receives power and spins inside, its a caviar black

Shouldnt the mobo have mem ok cpu ok and gpu ok lights for component diagnosing? Put the case pannel off turn the comp on and look for lights.also its not the hdd,vif it was you could still enter bios and get display power

If you replaced the motherboard like it looks, you need to install the drivers for that board. That means no USB3 drivers yet so you need to use the black USB ports until they are installed. Same for your BIOs, chipset, and LAN drivers. Make sure that you have the drivers installed for your GPU as well. Your card may or may not be bad so see if you can try it in a friends pc to test, or his/her card in yours. Test the ram for errors with memtest86 and just use one stick to see if you can it to POST. It's hard to tell what may have been damaged during the oops moment so you may have to go one item at a time to get it to work or point to what might be bad.

Unfortunately, I cannot use another PC to test my components.

There are no light indicators on the motherboard (asrock 970 extreme 3 r2.0) which detail if cpu ok, gpu ok, ram ok etc.

Also, how can I install the drivers when I do not have any type of display on the monitor? All that is shown on the monitor is "No signal".

Is it safe to assume the CPU or the GPU is the issue? Not the RAM or HDD?
