please rate or improve my first gaming pc build

Everything looks ok except the power supply. The Corsair CX, CS, VS and RM units aren't well recommended for use with gaming cards, or overclocking. I know you're not overclocking, but you do have a high end card that requires supplemental power. Stick to Tier 1 or Tier 2 units of 500w or more for the R9 280.

I went a bit over your budget as i choose the GTX 770 which is quite a bit better then the R9 280. I also added a better CPU (although its an i3 it is better at running games).

That's a seriously unbalanced build using an i3 with a GTX 770. And, I would certainly not want to use a CX series PSU with a high end card like a 770, or any gaming GPU for that matter. Apparently you either didn't read my first post or just assumed I didn't know what I was talking about, but either way, in my opinion that's not a viable build.

I mean, it will work, but you're extremely likely to encounter bottleneck issues and a whole lot of random spikes and dips in your frame rates, not to mention some serious micro-stuttering as that i3 has only 3MB of cache and we know CPUs with low cache amounts have issues trying to keep up with big cards on any halfway demanding titles. At least the 4360 and 4370 have a little more cache and clock speed to help counter the lack of cores.

i never had any trouble with the CX series... but treat this for a basic build only not intended for extreme OC and multiple high power gpu... If high end components then the TX will be a better option for a few more dollars and for the i3, as long as you don't intend to max out cryses 3 or other cpu intensive games you wont experience any bottlenecking or reduced performance. But yes the i3 is not as good as the i5
