My computer lags after a fresh install of Windows 7 on a brand new SSD

I recently purchased 2 Samsung SSD 850 EVO drives and installed one in my computer and another in my friend's. I have done nothing differently for the installs, and my computer was actually in much better condition than my friend's before I started. After finishing, his computer is running smoothly and perfectly, and mine is not. I have put a lot of research and time into this and am coming to the community in the hopes of support. Any window I open not only takes at least 4 second to appear, but when it does usually all I can see for a few seconds is the outline. Once it has loaded, it is fine as long as I don't touch anything but if I try to move any window it ghosts. I am unable to play games due to the lag in system responsiveness as well. I have tried installing 3 times now and the same problem has occurred each time. I'll list what specs I know in hopes they might help, Thanks in advance for any help you can offer!

OS: Windows 7 Ultimate 61 bit (6.1, build 7601)
Motherboard: Gigabyte GA-H55-USB3
BIOS: Award Modular BIOS v6.00PG
Processor: Intel Core i5 CPI 650 @ 3.20GHz (4 CPUs) `3.2GHz
Memory: 10240MB
Display: NVIDIA GeForce 660

I just installed and used crystal disk, I'm not entirely sure what I'm looking for but Health Status is Good 100% so I'm hoping the hard drive can be ruled out?
 
yep, so next, get a linux distribution on a dvd or flash disk (for example knoppix) and see how that works. if it lags too it's hardware else it's something in your windows (drivers, programs isntalled etc)

but first, try running windows in safe mode (f8 while it boots and select safe mode) and share how that works.

I've been letting Windows continue to install updates in the hopes that it is a software issue that I can fix without another format but as soon as I can get into safe mode I'll let you know! I'll continue the knoppix download for the next portion of troubleshooting as well.
 
small thing, install also samsung magician and check the ahci options, sata etc, and under os optimization select for example... maximum reliability, run a manual performance optimization routine.

edit: and while you're at it, run a performance benchmark to rule out the ssd as the culprit.

That one I've actually done and can even give benchmarks (if that helps at all)
Sequential Read: 284
Sequential Write: 251
Random Read: 37224
Random Write: 28216

These numbers are also quite a bit smaller than any previous installation of Windows I did, although I am currently installing updates. Having said that, the updates are taking much longer to install this time around than the previous installs I tried.

Sorry for the delay, I got called in to work for a few hours. I was finally able to run knoppix and there is no lag there at all there, but when I start Windows in safe mode there is lag just like regular Windows. It sounds like the issue is indeed software to me, and considering I have already cleaned and formatted the hard drive and reinstalled Windows fresh 3 times in the past 2 days I'm not sure that will be the fix. Any ideas are greatly appreciated.

Looking at the taskbars between the two computer I have also noticed that on the computer working smoothly has Aero Peek enabled where mine didn't, so I ran the WEI. The last time I installed Windows (yesterday) my score was 7.1 and for some reason it is now listing my Processor as 4.1.

There was just as much lag in safe mode as in regular Windows unfortunately =( After reinstalling the inf drivers there is no change either. I have acquired a newer copy of Windows 7 and am considering trying to reinstall a 4th time in hopes of a fix.

I used the newer copy of Windows 7 for the 4th format and there is still no improvement. My WEI still lists my Processor as 4.1 as well, and the more I think about it the more I can see it being a processor issue, although if that's the case shouldn't knoppix have lagged as well?
