how much ampere does MSI NVIDIA Geforce GTX 960 Gaming need in 12v rail..

can i run it using dual molex pin to 8 pin pci e connector when psu have 20 amps on 12 v rail..

The GTX 960 requires 20A from the 12V rail.
With this said, in theory, your PSU will suffice.
In practice, I would consider upgrading the PSU. You can get some very good quality Seasonic PSUs for relatively cheap.
