I am trying to find a screen saver program that I have automated to turn on or off at certain times.

I am really just trying to display a black screen from 5pm - 5am.

The screen saver need to apply itself and then unapply itself.

Interesting but why not either turn off the monitor when you walk away or set the display to go to sleep/power down/dim after a few minutes of inactivity in windows power options? Both of these would allow the pc itself to run 'fully on' if needed.

I use the turn off method on my rig and the 'dim' timer on my htpc's.

Having a screen saver show a black screen won't make it look like its off due to backlight bleedthru and the mouse may be visible too.
