Some ways to reduce internet/data consumption on a Windows 8.1 PC?

We have an ISP data cap. And We have one Windows 8.1 PC on our network. The Windows 8.1 PC usually eats 1-3GB each day, while the Windows 7 PCs usually eat around 300-700MB a day. This is assuming each PC only does web browsing with no heavy internet usage (like streaming videos and downloading).

Something tells me that Windows 8.1 has some background things that use bandwidth.

On the Windows 8.1 PC, I have already disabled the live tiles on the home screen for each app. And I have chose to "check for updates but let me decide when to download and install them".

This computer is on an Ethernet connection, so it cannot be changed to "Metered Connection".

I looked up Metered Connections and it says it does this:
- Windows Update will only download priority updates.
- Apps downloading from the Windows Store might be paused.
- Start screen tiles might stop updating.
- Offline files might not sync automatically.

So we shouldn't lose a lot by not being able to enable metered connection because, the users don't download apps or use the start screens. And they don't use a Live profile for online syncing. It is just a local profile that doesn't use any syncing. And I chose to check for updates when only decide the user to download and install them.

Are there other ways to perhaps decrease the usage?

I've noticed that a "Maintenance" icon shows up on the bottom right, so I thought maybe that uses a significant amount of bandwidth?
 
If you have apps such as News installed, is it syncing any data? Most apps should sync as soon as a user opens them, and I do believe that some will do a certain level of syncing even without being officially launched or opened by users. If this is a problem, I suggest tracking down any apps using data and uninstall them.

Conversely, you can always unplug or disable the connection when nobody is physically in front of the machine, or just power the computer down.

There's nothing magical about Windows 8's data usage. Some program somewhere is sending or receiving something.

Have you checked that OneDrive isn't syncing files? Of course, once files have been synched, that behavior should stop until new files are added.

Thanks. This PC User only uses desktop mode and doesn't use the apps at all so I will just ask him if it's ok to uninstall them.

Yes. I am positive OneDrive isn't syncing files. I went to the settings, and it says it has to be an online account to sync files (this is a local profile) and all the options for onedrive were greyed out.

I checked the app history tab, and since March 2nd, all those apps only used about 7 MBs.
