is Intel pentium g3220 good for video recording/video editing?

8 gb corsair ram
1 tb hard drive
tx650 watt corsair

and also im stuck between i5 4460/ Fx 8350 for video editing and recording

Nah, it's good for entry level, but can't do anything better too well. The CPU only has 2 cores, which would not do well. I would either go for the X99 platform or get a Xeon E3-1230 V3, for 6 more threads for cores.
it will do the job, of course a lot slower than a quad core i5 or i7. between an i5 and 8350, id go the 8350 if it was strictly for video editing. If you plan to game on it also, then go for the i5, its a much better all round cpu. the 8 core amd is only really good ad the very few things that can use its 8 cores.
