Failed connecting to friends server in minecraft

I know that this is a somewhat common problem but I still can't solve it with none of the solutions that exist i hope someone here can help me. when I try to connect to my friend's server in minecraft it gives me this" java net connectexception connection timed out no further information"
and I have no idea what to do i tried reinstalling the game,I added ports to my firewall (I think it was TCP and UDP or something like that ) so please if anyone can solve this help me

Problem night not be on your side, does your friend has a public server? Can other people connect to the same server? And Where your friend connects from ?
It says "connection timeout" that means your client does not receive any reply form server.

His brother can connect to his server from another coomputer at their house and how can he know where he connects from

if they are on same local network then he must be using local ips : such as 192.168.x.x behind the router.
to make server public and make it available on internet you need to port forward the application form router firewall which will allow other computers in internet to connect to your server through your router.
On local network it is not necessary since each computers can see each other without NAT translation.

Edit: i.e. if your friend and his brother connects form same network then he needs to port forward game server service form router and allow others to connect to the server. The procedure of port-forwarding varies from different router manufacturers.

Your friend probably failed to port forward. Tell him to redo the port forwarding. If he has port forwarded 25565, it should be fine. Plus. If he is accidentally giving his local ip (192.168.x.y) you can't connect using it! Tell him to google "what is my ip" and connect through that ip. If none has solved the problem. Tell him to go to control panel and give permission to java to bypass firewall
