Reset Button Doesn't work, Bios Reboot Doesn't work

Hello Everyone, I have built a new PC yesterday and I was going to install O/S on it, the pc boots up to the BIOS and after changing boot config I wanted to Save & Reboot, but instead, the screen goes dark and the PC is still on. The only way to reboot it is to hold the power button down and turn it back on as the reset button doesn't work either. In some other thread I have read about RAM possibly being an issue, I have two sticks of ram and I have put them into other slot pair but the problem didn't go away. I know it's not O/S because this issue existed before the O/S was even installed, I also know it's not ram. Next I will be checking CMOS battery and trying to short the reset pins manually. Then I will try to flash the new BIOS. Mean while any ideas what this might be? The motherboard was a return from NCIX and I bought it on Ebay auction. They claimed they tested the product and it works as intended. My suspicion is that the motherboard is faulty if I do all of the above and the issue doesn't go away...

Intel G3258, everything is compatible yes. Board is MSI Z87-G43

To Add:
The O/S is installed and the PC runs without problems, Windows Boots fine and everything works.

Even if I use Windows menu Restart button it's not going to restart... The problem is with the M/B

Furthermore, the CMOS battery is good (when I turn my pc on and off the time and BIOS settings are saved)

Check to make sure the case reset button is hooked up to the correct pins on the mobo. Turn the rest plug around to see if the polarity may be backward. Using the windows restart option bypasses the on off switch so the board doesn't affect come in to play, it is set through your windows options.

I guess some questions that would help me debug this are:

Do the reset pins on the M/B have any linkage to the psu M/B connector pins (green and black cables)?

Given that my PC runs Windows without any issues, the potential RAM problem can be eliminated?

The reset switch just turns power on/off to the board pins which have minimal voltage. If the LEDs and fans are working then the pins will as well. Ram can cause many issues but run memtest 86 for at least 6 passes to rule out errors than can be caused by heat. If you start seeing errors then check one stick at a time to rule out which stick may be bad. http://www.memtest86.com/ If everything passes then it may just be your case reset switch is bad.
