So as of right now I'm looking at this build that comes with all the peripherals except for a monitor because finding a sub $100 1080p monitor is a complete pain in the ass, anyways here is the build, http://pcpartpicker.com/parts/partlist/ but now I'm wondering on whether this build with an i5 4590 and an AMD r9 290 would be better since from what I can tell the i3 does indeed bottleneck the 970. I don't know how much it bottlenecks the 970 but I'm afraid on what the consequences could be for me in the future if I face a game that relies on both a cpu and gpu. The reason I'm going with a z97 mobo btw is because I want to be able to get the 5th generation intel cpu's in the future and maybe some light overclocking, but as of right now which one of these two builds would give me better performance as of right now and 2 or more years down the line in the future.

Yeah this seems like the best bang for my buck. But would the ASRock Pro4 H97 be able to support 5th generation intel cpu's? Because when I looked at the mobo on newegg I didn't get any info on whether or not it would be able to support 5th generation cpu's.

That's pretty easy. R9 270 = GTX 970 in performance (some games the 270 has the edge, some the 970, but all in all they're pretty equal). Since the i5 > i3, the i5/270 combo is going to be superior to the i3/970.

What??? Not even close. The R9 270 is no where even in the same ballpark as the GTX970. I really hope this was a typo. The 970 is faster than the 290.

Yes the H97 will support the 5th gen cpus.

After seeing some benchmarks it seems that the 970 gives a good chunk of better performance with less heat. So do you have any idea if I were to get the i3 build how much it would bottleneck the 970.

Alright, so I'm guessing that since the i5 won't bottleneck the 290 that some of the frames per second that might have been lost compared to the 970 will be made up with the i5. And the i3 may or may not have bottlenecked it to the point where the 970 may as well have been an amd r9 290 anyways.
