78LMT-USB3 wont boot from cdrom + no option to format hdd?

i hit F12 from startup and choose to boot from cdrom but every time i start it goes straight to windows.
there is nothing wrong with the diskdrive as it works perfectly. but every time i go back to F12 it says its been changed back to boot to hdd BUT when i hit del it says the primary boot is cdrom and the secondary is hdd.

i really need this to be formated and with a new os by the end of this week please help

also is there no option just to format from the motherboard?

im using windows 7

there was no options with efi or uefi and i dont get what you mean by

its moot since you dont have any UEFI device displayed (not that that isn't odd by itself) but it either will list the optical drive by make and model# or the name of the disk thats in it usually.

I assume you have secure boot disabled in the bios then.

Have you tried unplugging the sata data cable from the hdd. Booting off the dvd and then plugging the hdd back in?
I know I had this same problem once but cant remember what I did to get around it... it was definitely an asus motherboard though. LOL

ps - This is a DVD drive and not a cd drive, right ?

i am greeted by this every time i hit F12 http://www.filedropper.com/wp20150405001

and there is no option for dvd

i have not tried unplugging my hdd and plugging it back in after being booted from the dvd(or in this case cd)

 
Connect hard drive to one of the SATA2 0~SATA2 3 connectors
Connect DVD Rom to one of the SATA Port4/5 connectors

Integrated Peripherals
OnChip SATA Type (SATA2 0~SATA2 3 connectors)[Change setting to AHCI]

If you are using a CD-Rom then you need to buy a DVD-Rom.

First/Second/Third Boot Device
Specifies the boot order from the available devices. Use the up or down arrow key to select a device and
press <Enter> to accept. Options are: LS120, Hard Disk, CDROM, ZIP, USB-FDD, USB-ZIP, USB-CDROM,

Installing Windows 7
Restart your system to boot from the Windows 7 setup disk and perform standard OS installation steps. Select
Load Driver. Insert the motherboard driver disk and then browse to the location of the driver.Then follow the
on-screen instructions to load the driver. The locations of the drivers for Windows 7 are as follows:
AHCI driver for Windows 64-bit: \BootDrv\SBxxxW7\AHCI\Win7x64

After loading the driver, continue the OS installation
