Mouse and keyboard becomes delayed for a few seconds

So my mouse is a logitech G700s Wireless mouse. And my keyboard is Currently a Insignia - USB Keyboard - Black. Im sure the cause is the keyboard because i was using an old one before and was still having this delay. I have check my taskmanager and it isn't under 100% cpu load when this happens randomly when its around 60% and 88% and this only happens when im in games like CS:GO or TF2 i noticed that when this happens the logitech mouse lights turn on once it stops the delay and becomes normal again. Like its being disconnected and reconnected to the computer im not a 100% sure if its the mouse causing this or the usbs on my motherboard.

To Explain what this Delay is when im playing a game with nothing else running ill randomly get this delay. Which the keyboard and mouse slow down a lot like i would push a key and i could count to 2 seconds. After about 3 maybe 8 seconds of this the mouse and keyboard go back to normal speed and im able to play again in tell i get this delay again

I first noticed this about a week ago i had the mouse connected in the front of my PC and thought that was the problem because the poll rating on my mouse is 500. I have plugged the connecter for the mouse into the back of my PC but its still happening and getting worse. I haven't seen it happen when im not in a game but i haven't tested it cause im not normaly moving my mouse around the screen for a good 40mins to see if it happens.

Ping and fps: I normaly get 90-100 fps so throw that idea of it being my fps out the door. Ping ok my connection is good its about 45-55 ping in games. I watch my ping normaly and it never goes up when it happens

Solution
Go to device manager and look at USB controllers/hubs and uncheck the allow computer to turn off this device box. See if that makes any difference.
