Hey guys i have a r9 290x and a i7 4770 wondering what kind of psu ill need. currently i have a 550w xfx bronze certified psu and i have my doubts it will cut it. but what's confusing is im seeing people say 550 - 650 on a brand name psu should do. but idk whats the facts of the matter?

maybe. That card requires a 750 watt power supply running at full it'll draw @ 300 watts alone. Most 289/290 cards I have seen require (manufacturers word not mine) a 750W PS for one card and a 1000W for a pair. A really good power supply rated at lower wattage might be able to cope, but most will not.
