Before you start purchasing new hardware, actually check your performance to see. The 960 is not a particularly powerful card and does not need a top of the line CPU to deliver.
In general,
If your GPU usage is low and your CPU usage is high, the CPU could be your bottleneck.
If your GPU usage is high and the CPU usage is low, the GPU could be your bottleneck.
If you note that your GPU is reaching its limits in terms of usage, then your GPU is what is holding you back, not your CPU. If your CPU has a high usage and your GPU is not being stressed then your CPU is starting to limit you.
There are programs where you can view your FPS such as Fraps or you can use programs such as MSI Afterburner to see what your current GPU load is in real time. Good ole' Cntrl + Alt + Del can show you what your CPU usage was with a brief history if you want something simple.
