Internal Hard Drive not formatting

Hey fellow pc members,
At the beginning of this week I built my first pc and booted it up. Installed the OS and some of the drivers that came with the mobo/gpu. However just today I encountered 2 problems. The first is the extremely slow boot for a bran-new pc. It took 20 seconds for the mobo splashscreen to dissappear, another 20 seconds for the windows 8 logo to appear, and finally another minute for the login to appear.

It seems that length of the boot has to do with the HDD not being formatted. I have attempted to format it several times, but my pc either freezes up or never shows any progress of the format. Furthermore, the quick format always results in an error such as: Windows was not able to complete the format. I have no clue why this keeps happening, and if someone could help me out, it would be great.

Build:
cpu: i5-4690k
gpu: MSI Geforce 970 OC
mobo: Asus Maximus Gene VII
RAM: 4*4gb Corsair Vengeance
ssd: 120gb Samsung Evo 850 Series
HDD: 1TB Western Digital
PSU: 650W Antec Truepower
case: NZXT Phantom full tower.

Sorry for writing so much, I'm trying to best explain my problem. In short: Why isn't formatting working?

Thank you for your time!

Solution
Sounds like a bad drive. If its no longer detected in Windows, you can also check in UEFI. If nothing in there, combined with the error you see, its seems to have died already.

So I've spent the past 3 consecutive hours attempting to format the HDD. I'm getting the error that says: Data error (cyclic redundancy check). After that, my drive isn't even detected in disk management. Any ideas on why this is happening?
