Installed new PSU and GPU and now windows won't load

So i just installed a new power supply and graphic card. I plugged everything in the way it is supposed to be and when i turn the computer on there is no beeping and it sounds like it normally does when it starts up. On my screen it shows hp and it says i can press esc for windows start up. I have sat and waited but my computer doesn't move past that point. If i press esc it just goes to a black screen. I am unsure of what i am doing wrong.

GPU: EVGA geforce gtx 960
PSU: XFX TS750

I just wanted to be sure, are you upgrading from another NVIDIA card? If you get a new GPU, you normally have to install the drivers before it starts working. Did you try plugging in the monitor directly to the motherboards display first? I built a new PC recently for my cousin and I had to use the Motherboard connections before i installed all the driver for the GPU.

Yes i am upgrading from another nvidia. So should i put my old graphics card back in, put the cd for the new graphics card in, install the drivers then install the graphics card?

If its nvidia to nvidia, you shouldn't really have any driver issues. This is normally if you go from AMD to Nvidia or Nvidia to AMD.

So I contacted tech supp to see if they could help as well. The guy there said it might not run with windows seven and to go update my bios drivers and he said to see if there is any from last year or this year. the last update for bios for my desktop was in 2012. So my new qustion is if i upgrade to windows 8 will that also upgrade my bios? Or am i poop outta luck after spending money on this graphics card.
