Video editing build ($600-$700)

I am a COMPLETE NOOB at this, so I apologize if I come off uneducated on the subject. I am looking for a build for video editing for $600-700. I will be using Adobe premier Pro and after effects and/or a color grading program. I DO NOT game. I need wireless internet and I'm not sure wether to get windows 7 or 8, I've only ever used a MacBook. I need USB ports. Any help in the right direction would be much appreciated. Again I'm completely new at this! Thank you.
