LCD Monitor Display Problem. Please Help

I can't seem to figure out the cause of this problem. I don't even know what to call it.

What can be the cause of these weird running lines on the screen?

Is this issue only in-game? Or also on your desktop?

What are your specs?

This isn't in-game problem. I suspect this as a magnetic flux noise. My other monitors are working fine.
My specs are:-
AMD FX 4100
4GB DDR3 RAM
R7 250X
MSI 760GM-P21
Zebronics 450w PSU

try a different monitor cable to see if still does it & also try that monitor on another computer to see if still happens. how many monitors are you using at once?

I am using only 1 monitor at a time. I tried switching my screens with each other and 2 of them faced negligible electrical disturbance.
Possibly there's bad wiring in my house?

if only that monitor has problems but not the others then is not a house wiring issue.

Maybe that 15 inch Samsung Sync Master 512(The one facing disturbance) is pretty old technology, that's why?

I've got a customer whose monitor has spots in the backlight area, how that happens I don't know.
