I Need to Re-Install A Vista OS

I have a DELL Studio 15 (1555) which runs on Windows Vista Home Premium. Its my friends and he has asked me to wipe the laptop completely and give it a fresh install, Like New. I don't have a CD but i know how to windows ready boot thing where you boot the OS Install of a USB. My main issue here is that I don't know if the product key will work. In "System Properties" it says that this window's is activated and then gives me the product key underneath. If i wipe this windows and re-install vista home premium 32 bit that it runs on now and use that product key will it re-activate?
Will windows activate like new?

It should, yes. Otherwise write down any information, like the key, and then contact microsoft customer support if it doesn't work, they'll give you a new one. I had that happen a lot with a Win XP OEM-install.

That 'Product ID' you're looking at is NOT the license key.
The license key is structured like this:
xxxxx-xxxxx-xxxxx-xxxxx-xxxxx

You need to use something like Belarc Advisor or Magical Jellybean to find the actual license key.
