Is there significant performance difference between pcie 3. 0and 2.0?read below plz

A mobo with pcie 2.0,going for gtx 970 which supports pcie 3.0,Yes I know pcie 2.0 will support it.
But I m worried that nvidia will launch a driver that will unleash the full potential of the pcie 3.0,with a mobo that can only support pcie 2.0 will bottleneck my gc to run at only 2.0 speed.
How many performance difference (Considering nvidia update for 3.0 utilization) between pcie 3.0x16 and 2.0x16.?
is it significant?

PCIe 2.0 x16 is equivalent to PCIe 3.0 x8, both of which are fine for current gen mainstream video cards. If you plan on SLI/CFX you will probably need to look for a PCIe 3.0 x8/x8 setup.
