Problem with intel i5 4590 (multiplier locked at 37)

Hi all. I have a problem with mi intel i5 4590 processor. Recently in my bios use a EZ wizzard to improve mi pc performance. I Used that option and then checking CPUz, i notice that the CPU RATIO multiplier is always at x37 (with turbo boost activated) and never at a lower level, even when the cpu is iddle.
Before using the EZ wizzard, the multiplier was always at 8 in iddle, an then when a program or game demands more cpu power, the multiplier ups to 35/37. Now is always at 37

PD: Sorry my bad english. I did my best !

PD2: Tryed Clear CMOS and remove the battery. The same result, the multiplier stuck at 37
 
Solution
Using Asus Z97-PRO motherboard?

In BIOS, make sure "Enhanced Intel SpeedStep Technology" is set to 'Enabled'.

Also, set "CPU States" to 'Enabled', and then set "Enhanced C1 State" to 'Enabled'.
