GTX 980 Low GPU usage and FPS drops

Before I begin I want to preface this that I have already set the system wide power setting to max performance, and every one of my games power setting is set to max performance in the NVIDIA control panel. Also I have tried using the task manager to increase the games priority, with all of this having negligible performance impact.

In my more demanding games (Far Cry 4, Batman Arkham City, Assassin's Creed 4) my gpu usage will sit around a 50%-60%, with random jumps up to 99%. When at 50% GPU usage my games will typically run at sub 60 fps, but in these random jumps up to 99% my game will run at upwards of 120 fps. Is there any other possible causes for these issues that I can fix or is this a driver issue.

MB: Crosshair V Formula Z
CPU: FX 8350 @ 4.7 Ghz
GPU: Gtx 980 @ 1500 mhz
PSU: ThermalTake TR2 Series 600 Watt ATX Power supply
RAM: CORSAIR XMS3 8GB (2 x 4GB) DDR3 1333
Hard-drive: 1 TB 7,200 RPM, 6 GB/s

could be the PSU i dont think a 600 watt would handle all of that oh well first try to enable XMP in the BIOS

i couldn't find any reviews of the current PSU so i cant tell for sure

u will have to wait for someone experienced in PSU's .. if only blackbird would see this thread oh well ..
