Computer Won't Boot Past Windows Loading Screen

Hey everyone.

I built my brother a computer about a year and a half ago and up until 3 months ago or so, things have been fine.

About 3 months ago, the computer started randomly turning off after random intervals. I gave it a good clean-out with compressed air and set the CPU to run at a max of 3.3 Ghz, and that seems to have cleared out the shutting down problem.

A few weeks later, we noticed that whenever the computer booted, it was insanely slow to boot. I mean like 15 minutes slow, and then once I got in, the computer was unusable and keeps freezing for another 20 minutes. This was pretty abnormal as before this, it booted in a good ~1 minute and was usable immediately after entering the desktop.

I followed this guide: http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems and I also did a reformat and installed Windows 8.1. It worked fine for the next ~2 days, and then I got the same slow boot issue I had before.

Now, I get the issue that whenever I try to turn it on, it gets stuck at the Windows loading screen, gets stuck on "Windows is repairing disk issues", or I get 0xC000021a error. I also get an error screen saying there is no booting drive. I can't get it past any of those.

I'm at a complete loss, I'm not sure what other steps I can take. Thanks for the help everyone. Here's the specs:

honestly i think your ram is failing because that wouldnt be a software side of it. try running a boot time scan of your ram and see if it fails. if that doesnt work im not sure what will

Hi,
Can you test different hard drive?

Going to try a boot time scan of my RAM and a different hard drive, I'll report back. Thanks!

Edit: RAM is okay, I replaced the hard drive and installed a fresh copy of Windows, I'll wait a few days to see if anything changes. Last time it took ~3 days to show symptoms again. Thanks for the help everyone.
