when i turn on my pc all of the fans turn on along with the lights but after a few seconds it reboots before displaying anythi

The concerning thing is that it worked before. Then I took the cpu fan off to clean the cpu because my thermal paste was coming the next day and I decided to boot up my computer really quickly into the bios just to double check something even tho the cpu fan wasn't on it and when I saw the temp reach 70 I shut it off. .Then I tried to boot it again really quickly without the fan about half an hour later after it cooled and it wouldn't even get to the bios and it began the endless reboot cycle with nothing on the screen.

Which of my parts is likely to be broken? Are there any parts that I can be sure are okay because the fans worked? Did I burn out my cpu when using it without a fan?

Its an Intel 4690. That's what I thought but I think it's odd that it wouldn't shut itself down the first time When I used it without a fan. I actually shut it down myself. Thanks for the response I appreciate it.

Yes. Do you think I can be sure that my motherboard is fine because the fans are spinning? I'm wondering what parts I can be sure are okay (other than the psu) because the fans spin.
