when i play at 1080p at max settings i only get up to 60fps. What could the problem be?

Check to see if Vsync is being forced by your graphics settings either on the game side or on the hardware side. It won't make much difference that you can see unless you have a >60hz monitor, but if you want more than 60fps, that'd be where I'd check first.

Yep, just bought a new system from CyberPowerPC, The $449 special, and put a 750 ti in it. I'm happy.
Has an H81 Military Class 4 MB
G3240 CPU
4 GB RAM.
And a 128gb ssd
Frame rates fluctuate a lot depending on what the game I am playing is doing.
High Settings
Low end 19fps
High end 800+ fps
Normally 40-60 fps
The Hunter Primal, on Steam
Better than my laptop, which I played it on low settings, A10-4600m Radeon 7660g
