Hello bear with me as I am completely stumped by this heck of a problem,. So I just upgraded from a phenom ii x6 1055t CPU to and fx 6300 this is not my first install so I have checked the pins and installed correctly. My problem is when I start up there computer the fans start to spin but mouse and monitor and keyboard do not work. I used to have this problem in the past rarely but it would fix itself by unplugging PSU for 30 minutes rarely happened. Now it is happening g all the time, I tried my old CPU and it worked briefly until it overheated (reason why I got a new CPU). Then trying again with old CPU it had same problem. My bios are up to date as I recently updated them less than a year ago and the fx were on the market at the time. I have tried booting with one ram stick and switching it up to no avail, no lights come on the mobo and I don't have a beep speaker. I have a corsair Tx 550m watt psu and the new CPU is less watts than old one so that's not the problem. I have also reset the CMOS. I have isolated everything except for CPU and mobo and ram and PSU and it still happens so not the video card. My mobo is a am3+ mobo it says right on it so that's not the problem. Also I suspect it is either the PSU or mobo as the mobo is not dead clearly as it worked for a little while on my old CPU then stopped I cleaned the psu as well. My list of specs are

GPU:At I radeon HD 6900 Asus.
CPU: old Amd pheno. Ii x6 1055t new Amd fx 6300
Motherboard:Asus m5a88-m
PSU:Corsair Tx 550 m
Ram: 8gb two 4 sticks corsair lp vengenace.

McHenry yes it is and today I have tried with my old CPU several times and same thing happens. I honestly think it was just a coincidence that my PSU burnt out the same time I got a new CPU.
