I'm currently using the AMD-FX 9590 without overclocking it's 8 cores to 5.0 GHz so it stays at 4.7 GHz. This processor uses 220W and I'm using a 750W PSU, which I don't think where the problem is. My PC just locks up and freezes a lot. My current cpu cooler is the Corsair H90, and it doesn't seem to be doing such a great job so I need the best possible AM3+ socket cpu liquid cooler. My full specs can be found at http://pcpartpicker.com/user/Fuziion/saved/vJxWGX

Solution
Best of the best in terms of AIO coolers is the H240x, it is the great borderline between CLCs and custom loops.
It itself is an AIO cooler, however it can later be expanded into a full custom loop later.

Though it may not be the solution to your issue, it may help.

Is this a custom loop? I'm looking for a pre-filled liquid cooling option, not water

Agreed with Gam3r01, it's one of the best out there and it can be expanded in the future after that is the krakenx61 or what ever the new model number was.But having owned a 8350@5,2ghz (1.495v)I can say(depending on how lucky you are in silicon lottery and how hot it gets in the summer there where you are) a 240mm radiator could turn out to net be enough, for that chip i used a 360mm thin rad and a 240mm thick rad and it was barely cutting it, os i would recommend the swiftecs h24x or the h280x, that way if your chip is running hotter than expected atleast you still have options

I ended up going with the Corsair h100i, this is an excellent cooler for this cpu. Kept temps under 40 degrees Celsius on a max 100% load with turbo tuning turned off in BIOS
