PC seems like its stuck in safe mode (Win 7)

Its boots up normally but once I login to my account it changes to safe mode scheme but without the safe mode text at the corners of my screen. PC feels slower and I've reset my PC and tried to start it normally but its doing the same thing. Anyone know how to fix this?

GPU drivers in good order? You could try and see if a system restore to the last possible time when you didn't have issues does anything to change the issue.
Posting a link to an image hosting site or an image posted here would also help people out :)

* When you say log in to my account we are talking about multiple users on one machine?

It says its not in safe mode but it feels like it. Its slow to boot, everything is slower like internet browsing and watching videos, games crash, and the appearance like the bottom bar, programs like skype, control panel and many more are drastically different.

Thank you for selecting my contribution as the Best Solution but you should try and back track to what made your OS visually brick like that. It may be your GPU drivers or may very well be an update that didn't take place...or a prankster who thought he can disable your GUI ;)
