i know there are hundreds of threads on this, but the only way to get a solution is based on your exact hardware specs, because reason and fixes are different based on Motherboard, Ram and OS.

The Common Problem. 16GB Installed, 8GB usable.

All my PC Info and Specs
Motherboard: MSI 760GM P34-FX
CPU: AMD FX 8320
RAM: 16GB - 2 Sticks, 8 GB Each
Graphics Card: AMD Radeon R7 250

Are you currently using intergrated graphics or a dedicated graphics card?

1. If so, you can change the amount of RAM being used in the BIOS

2. If not, make sure that you have configured your dual channel setup properly.

3. Try and diagnose which RAM stick may be faulty.

Graphics Card is AMD Radeon R7 250 as listed in the top of the post.
And 2 and 3. don't know where to go to do that.
 


I would still go into the BIOS and see if there is any RAM being used for the Intergrated graphics.

To diagnose RAM, Try each RAM stick one at a time. :)

Integrated is on the CPU like Intel CPU's?

CPU is AMD FX 8320 and Graphics Card is AMD Radeon R7 250.

BIOS is only recognizing 8GB of RAM, and the specs for the RAM in slot #2 are all wrong, it says it's running at 7GHz. Rofl. Not sure if it's the RAM that's bad or the slot, but something is definitely wrong with one or the other. Try the RAM individually in slot #1 and see what happens. (It's not a RAM in the wrong slot issue, the board only has 2 slots.)
 


I would agree. Always diagnose :)

Yes, it's CyberPowerPC built i purchased from BestBuy online.

as shown in the Pics.
Shot 1 Stick: works if that's the only stick on the Mobo, Mobo will boot the PC.
the Slot 2 Stick: Mobo will not boot up the pc if that's the only stick in.

from what i see in the cards frequency numbers, tho im not experienced in knowing it all
it seems the PC was built in used parts, so the RAM was probably a refurbished, used stick that had died, those numbers are in the sky.

So for clarity's sake, the PC will boot with the RAM from slot 1 (in either of the slots? not sure if you can boot it with only a stick in slot 2), but will not boot with the RAM from slot 2 in slot 1? What about with the slot 1 RAM in slot 2 and the slot 2 RAM in slot 1?
