8gb ram 3.9 usable

I've got 2x 4gb ram sticks slotted into the motherboard. My PC shows i have 2 slotted in and that i have 8gb, but only 3.9gb is usable.. Does anyone have any ideas?

My bios is the latest version, The ram is mounted properly.. I have no clue what is wrong

I'm using 64bit... Not 32.

I tried setting my max memory to 8gb, didnt help.
Some other post stated turning off his amd turbo released his hardware, didn't help.
its 100% not 32bit.
 
64-Bit OS stated in report.

The report shows Hardware Reserved: 4.1Gb. That's probably your missing RAM. I suspect onboard graphics but you didn't give enough info to determine what is using the hardware reserved RAM. Maybe you can track it down through BIOS settings and/or OS drivers.

The bios says I have 4gb ram, But shows I have 2 sticks in at 4gb each.
No idea about onboard graphics, What info would you need to be able to see the problem for me? Just double checked to be sure also, defiantly shows me having 4080mb available but both Kingston are slotted in 0+2 not 1+3.

Did you insert your RAM sticks into proper slots? For AMD mobo you have to place the first RAM stick into a first slot and third (skip the second slot). For Intel you have to place the RAM stick into second and fourth slot. Make sure they're place properly.
