Computer no longer Posts. How to troubleshoot?

I built a new computer with new components for all critical system parts. The only harvested components are a secondary hdd and tv tuner card. The computer was operating fine for 2 weeks. Then, I left it while it installed some windows updates and that evening i wasn't able to bring it out of what I assumed was sleep mode. I tried to shut down/reboot the system by holding down the power button, then pressing it again. All i got was a flash of the power button led. I then unplugged the system and left it for a few minutes. Plugged it back in and still only got a flash of the led button.
I then opened the case and tried the power button again. The cpu fan spun for maybe a full revolution and stopped...nothing else. I tried posting with the following variations:
-RAM removed
-Video Card and RAM removed
-Replaced PSU with old PSU from another computer
-Same as above, but with all drives removed.

Each step resulted in the fan barely making one revolution. Any ideas on what to do from here?

Here's my build:
MOB: Gigabyte 970a UD3P
CPU: fx6300
Memory: Team Elite 4GB DDR3-1333
SSD: OCZARC100 240GB
Secondary HDD: Samsung 400GB
Video Card: gigabyte GT730 2GB DDR5
PSU: Raidmax Cobra 400W
OS: Windows 7
Anti-Virus: McAfee
Tv Tuner: Hauppage 1600
 
Try disconnecting the 4/8 pin power cable and connecting the CPU fan to a chassis fan header on the motherboard. Start the board and see if the CPU fan does spin.
If it does, then it might be a defective CPU. Not sure about the motherboard, therefore I suggest RMA-ing them both.

I was able to confirm the fan works. I then jumped the clr cmos pins. After that, with everything but the 4/8 pin and 24 pin connected, the computer powered up with psu, case and cpu fans spinning. The case speaker emitted a rapid, continuous, clicking sound. I powered down by pressing/holding the power button. I then added the RAM and powered back on. Same rapid, continuous, clicking sound came on. I tried to power down by pressing/holding the power button, but it would not power down this way. I had to flip the psu switch from here on out to turn off the computer.
I then added the video card, powered on, same clicking sound/sequence. Powered down, added the SSD, powered up, same clicking sound/sequence. Powered down, moved RAM to a new slot, powered up, same clicking sound/sequence. Powered down, moved RAM to a third slot, same results. Returned RAM to original position, same results.
I also connected the computer to a monitor after the installing the video card. I have yet to have the BIOS screen light up.

The Gigabyte website has beep codes for bad RAM and it doesn't match what i heard. The closest beep code I saw says memory not correctly installed. But, each time i inserted the RAM, i made sure it clicked all the way in on both sides. I also rechecked it after seeing the beep code. I say closest beep code, because the clicking sound doesn't match the short beep sounds in tone, duration or frequency i've heard from other computers. I did confirm the sound was coming from the mob speaker by covering it with my finger and feeling the pulses.
