1. Yes it will bottleneck that graphics card.
2. It won't bottleneck it very much, you're looking at Core 2 chips and Celerons that will decrease performance significantly.

Well, bottlenecking doesn't work quite like that. You don't lose a set amount of FPS for every percentage not used, it's much more random. I guess you'll run most games on medium/high at 1080p, getting up to 60FPS.
