I need help ASAP

I format my toshiba hard drive and it won't load what will I do to rectify this, it seems the windows is deleted

When you format a drive, everything is deleted, even your OS (Windows) so you will need to re install Windows with a Windows CD.

If not, You will need to buy a new CD or borrow one off a friend.
