Need An "Auto" Formatting tool to completely erase sensitive data

I am trying to help the IT department at my school find a cheap method of erasing 80GB HDDs pulled from old Dell Optiplexs. We need the system to be relatively quick and somewhat easy and automatic. What we have available is ~30 Optiplex 330/360s, an endless amount of sata cables, about a ~30$ budget. What can we do?

power drill 10 bucks
metal bit 10 bucks

holes holes everywhere.

screwdriver 2 bucks, take the tops off the drive and scratch/bend the crap out of the platters, recycle
or remove magnets from one drive and rub on all the platters, recycle.

We definitely want to keep the HDDs in working condition.

= 1 single 2TB current drive.

But, if you must, DBAN.
Will wipe everything on those drives.

to delete the partitions: not automatic, but all I can think of. pull the drives out of 22 computers, and hook them into the rest, that system has 4 sata slots, use em all. 4 drives per system. start windows installation, use the installer to remove the partitions from each drive, after operation shut down, replace the drives and re-install windows to each.

The only problem I see with this is it is not a "full" erase just a quick format

I assumed the drives would be reused by the school and would be quickly overwritten in their new role.
