Could this build max out most games?

I'm upgrading my computer soon and was wondering if this build that im going for, could max out mostly any games.

Single Monitor
GPU - MSI GTX 970 Gaming 4G
PSU - Intel Core i7-4790K
MB - GB Z97
RAM - 16 GB @ 667 MHz (Crucial Technology)

PSU - 650 Watt right now, should i upgrade it as well?

And I could possibly be running my OS and a few key games off of a 128 SSD.

Also, would liquid cooling be worth it for this build? I don't plan on Overclocking, but who knows what the future could hold i suppose.

1080p monitor - Yes, will easily max most games.

I'm no expert on liquid cooling, but I don't think it's necessary unless you are overclocking, or want it purely for aesthetic reasons.

why such a low speed on the ram? you really won't benefit from 8 GB to 16 GB but you'll see a huge benefit from 667MHz to 1600MHz. even if that's per channel and you're running 1333MHz, you'll still see more benefit from 1600 than you will from the extra 8 GB.

for the cooler, you probably don't need a liquid cooler. they are loud, and have a higher chance of failure with more moving parts, and also offer little benefit over high performance air coolers. but you will definitely want to replace the stock intel cooler even if you won't be overclocking. the 4790K is technically factory overclocked and runs very hot on the stock cooler. even a cheap $20 coolermaster cpu cooler would be completely worth it, and keep your temps much lower. before i purchased an aftermarket cooler, even at stock settings, my cpu would actually throttle itself under full load because the stock cooler was not able to handle it.

other than those two issues, you have a nice build and will be very happy with it.
