High CPU and Physical memory usage Windows 7

For the past 3 months, my computer has gotten extremely slow after a few hours of use. When I mean extremely slow, it is god awful slow. It would take 1-2 minutes to load a program, usually I get a black screen with only my cursor until the program loads.

I tried scanning for viruses using many different programs such as avast, malbytewares. I tried defragging my computer, disk clean ups, checking if my fans are working properly and using CCleaner.

When I try to turn off my computer, it would take 20~ minutes until it actually shuts off. I tried seeing if it was an overheating problem but my temperatures were normal. (I had to manually shut my computer down due to being so slow restarting)

My computer only gets slower after a few hours of use. Oh, and when I'm my computer is idling, the CPU would jump around a lot, from like 50% to 80% in a second. Even when I'm not in the process of doing anything

Specs:
GPU: AMD Radeon r9 280x
CPU: AMD fx 4100 Quad core
8 GB ram

Does anyone know the solution to this?

Use Process Monitor to see what's going on. Run a full virus, etc. check/scan.

Switch to an SSD if you don't already have one (250GB+ recommended).

Ensure the paging file is at least 12GB.

Reinstall Windows if need be, but first ensure all chipset & other drivers are up to date.
