Display Wont Boot After Restart

So I just built a PC, and, all is well. Except for on problem. Whenever I either shut down my PC or restart/reboot I turns on perfectly, except it wont load any display onto my monitor. I do believe that it recognizes my HDMI cable because it stops trying to search for Analog or Digital inputs. I have tried a VGA cable aswell, and it has the same problem. My friend also connected his laptop to my monitor with the same HDMI cable and it worked fine. The only way I can get it to work is if I switch my PSU off at the back then turn it on as usuall. Any help would be great.\

SPECS
Power Supply- Corsair VS550
Mobo- Asrock 980de3
Graphics Card- Sapphire Radeon R9 270x 2gb DDR5
Ram- Kigston HyperX fury 2x4gb 1866mhz
Case- Corsair Carbide Spec- 02
SSD- Kingston 120gb
HDD- Some 3 terabyte 7200rpm drive
No Disk Drive

Try to check your setting in your PC's BIOS. Go to 'Chipset Configuration', then find 'Primary Graphics Adapter' and check if it is set to 'PCI Express' since you have a graphics card connected to your MoBo.

what cpu do you have specifically btw?

My CPU is an AMD FX-4300 (Quad Core 3.8ghz)

I did this and it did work, but, when I shut my PC down it didnt work again. I figured after a while that my settings didnt save so I googled it. Most people said that I need the jumper sleeve thingo so I grabbed it from another mobo and put it on mine. It all worked great. Thanks for your help!
