Try uninstalling the drivers of your video card in Safe Mode. Be sure to select "Delete the driver software for this device." Then, after restarting to normal mode, immediately install the drivers that you have downloaded for the Graphics card. (Optional: You may also disable your internet connection first to prevent Windows Update from automatically installing them.)

I've tried, with little luck. Could it be the gpu itself?

I'm having the same problem. I recently purchased a xfx hydra edition pre-water blocked. The windows logo comes and goes but the desktop never appears. The system either resets or the card just stops. I've tried re-installing the drivers, beta drivers and older drivers. If I run it with basic windows vga drivers it works... in a limited fashion.
I live in New Zealand and the card was imported from the U.S so doing an RMA is not really an option :(

Did a solution for this problem ever happen?

Yea, it turned out to be a faulty cable. why it suddenly didnt work anymore after installing the drivers, i have no clue. Id suggest trying another cable.
