For some reason, My computer "failed to boot" recently, I noticed that also during windows startup (only when it is loading windows) that the screen starts to flicker. The overall image is fine but there is like a line of green here and there that just flickers. When I booted my pc I noticed that it's using a consistent 3.6 gb of ram and 25% cpu usage just for me to have this chrome page open and type this thread. Is there something wrong with my pc?
Is my computer using up too many resources?

Try to scan your PC for viruses first, then try checking and cleaning your Graphics card and its PCI slot.
