My PC is running extremely slow maybe a Hard Disk or RAM problem?Help

I found recently my PC is running extremely slow.I thought it might be a software problem so I reinstalled Windows and formatted C drive but no change.Its as slow like even a 240p video lags on VLC.I checked the wire connections ,readjusted my CPU heat sink.Nothing works.

I wonder if it is a RAM problem or Hard Disk problem as it might not be CPU problem because CPU dont ever die out.I need help urgent.
I have Corsair Vengeance 8gb,i7 4770 and ASUS Maximus Hero vi mobo.

CPU's do die but yours is working well enough to run your system. Have you installed updated drivers for your board and your GPU?

Run memtest86 to check your ram for errors. Do you have a dedicated GPU or are you using integrated graphics? What is the speed of your HDD? Have you run chkdsk /f to deal with any bad sectors if you think your drive is an issue? Many things can make a pc run slow so you have to start figuring out where the problem may be.

I have tried everything I had a dedicated GPU which is dead now bcoz of overheating.The main problem now is its slow and crashes with Blue Screen of death very frequently.

Did you go to Asus and update your board drivers after you reinstalled windows? You need the graphics updated at a minimum and the BIOS could also help. Check device manager for any problems showing there.

Did you ever run memtest to check your ram? Have you tested your HDD for problems? Check your admin logs to what they may be pointing to as the problem. What error message do the BSOD'd mention? You need to help us help you.
