fx-9590 only clocks to 4ghz

I'm using a GIGABYTE 970A-D3 motherboard. I originally had a amd fx-4100 3.6ghz processor which i overclocked to 4.2. I bought an upgrade amd fx-9590 4.7. I turned off my core to get 8 cores in msconfig options. But i still seem to only have 4.0 ghz. In my bios i have it set to auto which it shows 4700 and doesn't change when it starts. Anyone know how i can fix this?

If by in msconfig options you mean you checked the box and set it to boot with 8 cores, thats unnecessary because it will automatically use all 8 cores on boot with the box unchecked. And as cptbarbossa said you will definitely want a better mobo. The sabertooth 990fx r2 runs for about $180 now. And as was also mentioned, that sucker needs nothing short of a top of the line cooler to be functional
