Would I need an Aftermarket CPU cooler? (Also, How much can I overclock my GPU)

I am building a PC with the AMD Athlon 860k, and I want to overclock it a smidge so it won't bottleneck a overclocked MSI Hawk r9 270x. Do I need a aftermarket CPU cooler for that? What multiplier should I put in the BIOS? Finally, what setting on MSI afterburner is safe for the R9 270X?

I would not overclock if you do not know how to correctly.
You will bottleneck regardless with your cpu.
If you want the best liquid cooling go for the Corsair 100i.
Though I don't think it is worth you spending money to cool a budget end cpu.

If you wish to overclock buy a decent hyper 212 EVO air cooler.
But to answer your question the only way to know is to try it.
Always in small increases then stress test while monitoring the temperature.
And their no reason to buy a H100i their no better than a good air cooler.
