Can Budget custom cooling give me 5ghz overclocks?

I want to push i5 4690k or fx 8350 upto 5ghz.
Motherboard:
Asus crosshair v formula z amd
Gigabyte z97 g1 sniper for intel

Custom cooling is the only way to go 5ghz or beyond.
but i m talking about budget custom cooling like $200 range., not more.
Can I do it?

Their no guarantee no matter what you buy you can hit 5.0 and be stable that's not the way it works.
All chips will hit a wall what somebody can get with their i5 means really nothing compaired to what you can get they all will very so it's up to the luck of the chip lottery.
