CPU Lagging when moving mouse cursor on certain windows

This is a problem i've never had or even heard of before, when i move my mouse on certain windows it lags out !?!?!

I had it a few days ago as well but after installing a windows update it was fixed. It's an old phenom x4 cpu but it's never choked like this before. Is it dying?!!?

also when not recording steam cpu usage goes to 20%, client server runtime goes to about 10% and system interupts goes to 10%

and another thing audio slows down too its like the entire system runs half speed :^(

I've done a little testing and it seems when the gpu is 90%+ utilized the cpu core and HTlink speeds jump up and down on cpu-z from like 400mhz to 11ghz!??!

This looks like a power supply issue but it's a corsair 650w which is more than enough power & reliability.
outervision wattage calculator says
Minimum PSU Wattage: 539 W
Recommended PSU Wattage: 589 W
I don't have anything to test the actual power draw though.

I fixed the problem, the bios must have been reset because cool n' quiet was on and the gpu was set to PCI not PCI Express. the gpu now runs at x4 PCIE2.0. still a bit off the x16 it's supposed to be running at but whatever
